Another Hashgraph?

Gave a go at Conflux' economic whiite paper and while it is very mcuh well writen there are a couple of things that puzzle me:

They talk about parallel processing of blocks and transactions - is that like Hashgrah?
Why going for the resource-demanding PoW?
