FreeBSD support for command-line binaries

Talleo's command-line tools can now be compiled on FreeBSD 13.0. The continuous integration testing is done using Cirrus CI.
Currently MiniUPnPc library must be installed using "pkg" command as the bundled version doesn't support FreeBSD. Most of the bundled libraries except RocksDB are meant to be used for building under Windows only. We decided to patch RocksDB bundled on the source tree as it shares dependencies with our testing framework.
We have plans to support other BSD variants in the future, but we need to install them first to see if any additional patches are needed.
